    Modern mobile browsers don't respect the handheld media attribute because they're designed to display desktop sites. Use media queries to switch between styles instead.

    Exactly the same as you do normally. All you do is put the CSS you want applied by the media query inside of the query, as in inside it's curly brackets.

    Hide it and use a holder page with a couple of lines about what the site will be. Style it by all means but don't let search engines crawl to your development space, hold them at bay and develop behind the scenes and once ready let them on.
