I always use a combination of photoshop and illustrator. I use photoshop for image manipulation while illustrator for illustration (duh)

Definitely to use cms....but for me I use Joomla I've been using this for years and thinking to stick to it. Joomla is in the middle between Wordpress and Drupal.

You can start by doing the design in real size. As adrenalinfeed said, change the background, and then start to insert dummy text and pictures. After that you can put in details in the design such as fixing your gradient. Put some textures

Well sometimes you need to have a skill to do boring layout Perhaps you can browse around the html layout which is very simple and perhaps suits the logo you are working right now
