I'm pretty sure Drupal 7 + commerce can handle something like this with minimal custom coding. But still building site like the reference is no task for beginner

I use Eclipse and the hardest thing about CSS3 is when to code the gradient color, to cope with it I use web based color gradient editor such one from colorzilla.com

IMO the best e-commerce software to use is Drupal 7 + Commerce module, You can build very customizeable e-commerce solution with it and the second best (suitable for simpler e-commerce site) is again Drupal + Ubercart module.

Dreamweaver "was" the industry standard sometimes 10 years ago maybe?. Technically you can create your own CMS using PHP, Python, Ruby or even Perl. just that due to practicality reasons (read: money spent from building CMS from scratch), people just use existing solution such as the popular wordpress, drupal or joomla.
