What banner?

User testing will tell you which works best.

the banner  of header

Still doesn't make a lot of sense.

The header of your theme includes the logo and main navigation.

The header may include a banner or you can add a banner below the header and above the content.

Banners tend to be promotional: special offers or adverts for example.
