Still at the very early learning stage of Wordpress, ie not much clue about anything yet.

I will be putting a site together with loads of images of mother of the bride outfits, with video clips of catwalk presentations where I can get them.

I do know that file size is important in construction so need to know how a responsive site should use images and videos.

Do I load a gallery with full size images that gets reduced to the responsive site sizes appropriately or have I no control on picture size for narrow width presentations?

Am I correct in thinking that  full size video will take forever to display on, say, a mobile phone, or is it reduced in file size in the transition?

Also which gallery tool - plugin would best give me the results I need.

Optimise your images before uploading. This means making sure the max width of the image is about the same as the max width as your content area. You can also use a compression tool - there are plenty available.

Host all the videos on youtube, vimeo or some other service. This way the videos only get loaded when someone clicks to play.

You don't need a gallery tool. Just upload the images to the page/post and display full size. If you choose the right theme everything will adjust and resize to fit the device being used.

What is the purpose of the site? Is it just a gallery site or is there some commercial aim?

Yeah you are correct, file size matters a lot in Wordpress for SEO and page load time. You can optimise gallery images according to your need in photoshop.

You should not use full size images. In Wordpress, if you are using a mobile friendly theme then it will automatically make the images/gallery responsive 

You can make a YouTube channel and upload videos to it. Unlist the videos while uploading and embed those YouTube videos in your website. It will save your bandwidth and will be responsive as well. And most important it will not take forever to load.

You need to see the website design and find out perfect gallery plugin as per your requirement. There are many free gallery plugins in wordpress.org and some paid plugin in code-canyon.
