A CMS holds all the content in a database and builds the pages as you need them. To answer your other question, yes you will need to upload the updated files each time. Unless you use a CMS or some other online editor.

If you want a CMS this one is free: https://wordpress.org/ Your hosting company probably offers a one-click installer. There are plenty of alternatives: https://en.wikipedia.org/wiki/List_of_content_management_systems
