I am wondering when people create dummy sites that are not active and have images on them where do they get the images or the illustration look ones.

Given how photographic the web is becoming, and how dependent a large portion of my designs are on great and relevant source material, I tend not to use placeholders and instead try to get material from the client before I start the design, even if I have to change them later. It ensures a better design workflow for me, though not everyone will work that way.
