What type of web hosting specs would I need to host a forum on.

That depends on the size of fourm and how many visitors are using the site at the same time. For most forums a shared account will be fine, but if it starts getting very busy (ie several hundred/thousand users at the same time 24/7) then you'll need either a VPS or dedicated solution.
