Now am I missing something? I'm on a mac but I thought if I gave my ip and directory providing I made it public you could view my local host site? But it does not seem to work...

 

I only ask as I'm developing 2-3 things locally and I would like to open it up to testers (from here) and before anyone asks no I can't upload it as I'm working on it constantly and uploading every time I make a change would be a pain in the ass

It's not that simple from my experience you will need to use something like dyndns.com to set this up. Once you have done that then you will need to configure your router to forward those requests to your local machine.
