Does having a website built with frames affect search placings at all?

Well, I think it should affect as some browsers are not compatible with frame so some visitors might not able to view your website.

Uses of frame are counted in old fashion. The reason behind is that when we use multiple frames in a page, then according to internet speed they all opens (behaving like) as different pages and if the speed is slow then they one by one which may spread inconvenience and misfunctionality. Sometimes one frame opens and others don’t. so instead division tag of HTML is used to avoid this problem. :D

People are STILL using frames??????? Any partocular reason you must use a totally outdated technique?

Not me personally - I was asked advice on a websites SEO etc.. and seen that it was built using frames. I thought that this might be the reason that it's not doing so well in the SERPS??
