Is off page seo really works? I heard that it is black hat techniques. But I am not sure. If it works than which one is better? off page or on page?

Holy sh*t, I've read some crap in my time but this takes the biscuit. Listen, it is not that difficult to do simple SEO.

ON PAGE - just make sure your keywords are in the bloody title tag. Google loves this and thinks you are great.

 

OFF PAGE - Get a gmail account with your keyword as the username ie. mycrappykeyword [ at] gmail [dot] com. Then once you have this completed, go to google and type in "google profiles" and then put your details in there. Guess What? Google will actually let you put your website url in there for free. What better link to get to your site than Google's own PR9 link. If you're smart you can put an anchor text link in the bio as well.

 

Now take that url of your profile and go and bookmark it in Digg or stumble. Then take the url of the bookmark and ping it in pingomatic.

 

Nothing black hat - totally WHITE hat and VOILA!!!!! You got a start. Now there are more things you need to do but...... don't be lazy.... GO Figure!!!

You have to do Social Bookmarking, Article Submission some Social Media post, Blogging and Press Release also for Off page.

Look at the facts - you have said your area of expertise is SEO and you ask about backlinks. Are you serious?

well I have written that my area of expertise is SEO but my experience is intermediate there. May be I misjudged the option. I am just start learning. I am not "SEO GURU". And I am not here for spamming. This forum gives no follow link. How it helps me?
