I think the main issue with your sites homepage is that things don't line up terribly well. When I first glance at the site my eyes aren't sure where to go...

 

If the site was mine, or I was redesigning it, I would start by creating a wireframe of how I intended to lay the site out. Wireframing is a good way of putting together a really rough layout and seeing if structuring the information in a particular way works or not.

 

For instance, I would start with your logo top left, then have the navigation top right (parallel with the logo). Then I'd have a large banner area that combines the world map and the 'advertising money & solutions' text (maybe drop the stock photo too?).

 

Then finally I'd clearly divide the four sections below into their own sections, and finish off with a simple footer.

 

I've attached something really rough to show what I mean. Hope that helps.

So, to Flash or not to Flash - it's up to you.

You are better off designing in HTML and CSS. your code will be easier to manage, optimize and validate.
