I am looking to get a background like the one in this logo - FSlogo would anyone be able to tell me what tools I need to get the effects on the background it would be absolutely great thanks!

Looks like a PS or Gimp brush/effect.

 

You should be able to do it yourself.

If you are designing using Illustrator use a custom brush and lay it over the top in a clipping mask.
