http://www.bbc.co.uk/ would be a better example. It is done with AJAX.

Primarily done with JavaScript I'd imagine, AJAX will be used to simply store a session or cookie to keep your layout till you reset it.

When I've got a spare week or MONTH I will try that tuorial.

Or you can just offer different style sheets like Css Zen Garden.

Misses the box moving, but would be far easier.

Good for Accessibility issues, poor eye sight etc..
