in the html add

<body background="image.png" width=" " height=" " alt="Background">

Background images are non-scalable so you'll either have to detect browser res and dynamically show correct image, live with it, or design to "base".

You can do it by putting the image in your html rather than using a background image. Then in your css...

img.someclass {width 100%; height: 100%}

Just make sure it's contained either by the <body> tag or a div that has its own height and width set to 100% (or with a minimum and maximum height and width)
