I have seen paypal offers this kind of function and seems pretty straight forward. But what would be the best way to do it, if I was to do the website and have it so the owner can change the tickets that are for sale within the site without having to put a code on the page from paypal? Also so they can pay by card.

You can use paypals own shopping cart system to do this for sure, however it wont really allow you the freedom to add/remove products easily if the end user isnt html-savvy. If you are also needing a requirement of being able to pay by card then I think you will need to be looking at an e-commerce solution.
