For mobile, I think 20kb is the best size, mobile devices won't download any images if you use the media rules, images are an issue for mobile web, sizing them with css doesn't change the kb size, I haven't looked into it properly but think there are php scripts about which will cache multiple sizes and serve the appropriate one depending on device. Best thing to do is remove anything uneccesary and keep it basic, just show the service offered and contact details. Search for best practices mobile website (w3), that should help you.
  2. yes that's exactly what I was thinking, plus you the layout responds to any screen width not just those specified with queries.
  3. I fairly new to responsive stuff, if you were building a template for a cms would you integrate a framework or just create a custom stylesheet? I have integrated an entire responsive framework into a cms before, I do prefer it but I'm wondering in the long run is it worth it?
