Starting out at 29 is late but with web design, if you have the creative flair age does not matter.

I wouldn't say you can ever be too old, as long as your competent with design and technology then you should be fine!
However, you will have to learn to code as well, if you feel comfortable with that; you can be a Web Designer without learning to code but you may not have much luck getting work unless you're a dam good designer (and I mean very good!).
As for courses, I would suggest playing around and making sure that you want to try this before splashing out any cash and I've heard many good things about Team Treehouse which is a subscription service to a gold-mine of information and you get a 30-day free trial so I would suggest looking into that.
The course on the link you posted seems to be centered around Adobe Dreamweaver and I strongly believe that the best way to learn is to use a much more simplistic text-editor so you get a better understanding of how things works rather than having the temptation of all the extra functions that high-end text editors provide.
