Here's some free advice.
1. Make friends with developers (not just because you want them to build something for free, you wouldn't ask a building architect to design a house for you for free)
2. Be passionate about your idea, don't just tell a developer forum you have an idea for this awesome thing. We've all heard it before a million times.
3. Learn to write some basic code and build your own alpha version. (Here's a starting point for a web site: https://www.google.com/search?aq=f&sugexp=chrome,mod=0&sourceid=chrome&ie=UTF-8&q=how+to+build+an+html+page)
4. Once you have an alpha version talk to your developer friends you made in step one and if they genuinely see something in it they will probably be willing to help.
5. Be willing to give up a large portion of your business since you don't have any actual development skill (10% of something is better then 100% of nothing).
6. Be a good project manager and do a very good job of articulating your idea.
7. Pitch your beta version (that you have given a large portion of to your developers) to Venture Capitalists.
