Is this harder than i imagine?!

Hello WebDes Community! I'm new here so let me start off by just saying i'm a relatively new player to the pitch, but i'm here to learn as much as i can. So diving right in, here's my objective: A simple information webpage (That's the part i can deal with). Before you get to the webpage, there needs to be a popup that will ask for Name and Email address. The "popoup" should not show up if they have the site in cache. The Name will be used on a "signature" wall that will be on the webpage. If there are duplicate names, it wont post on the signature wall twice. The email will be used so that i can send an e-mail to visitors if anything changes that i want them to check out. Part one i can handle with no problem... everything else... i need help
