I have a client who is inthe same position we have worked hard to gain top organic listings as well as running multiple PPC campaigns. Their idea is that if there can appear in as many places as possible they will get as much traffic as possible. It really depends on your budget. Also Neil has a valid point, it may be worth targetting other search terms that don't rank as well in the organic listings so you have all the bases covered. Having a PPC campaing running doesn't effect the organic listings so no issue there.

To save some time in creating CSS layouts there are sites that supply free layouts to suits your needs. These are not templates but CSS frameworks. One such site is code-sucks.com. It's great.
