Why on checkout PayPal force to create Paypal account?

hello,

 

i setup a ecommerce and on the checkout need to provide a choice to the customers to pay with PayPal account or simply with credit card without creating any account.

 

But Paypal doesnt let me to do this! The account is Business, and in website preferences the Paypal account option is ON.

 

What is wrong?
