Found this design and I really like the all-on-one-page aspect of the content but with the vertical navigation staying constant.

 

I wondered how difficult this would be to implement and if there were any pre-existing tools I could use? I'm aware these jumping anchors are fairly common, but I'm not so sure about keeping the navigation div constant in the design?

 

Any pointers appreciated on the best way to do this, and links to tools I could use with tips on necessary judgements even more appreciated.
