Determining what Job Skill set I require for new Project

Hello,

In the next couple of days I will be posting a new Job Role required for a new Web Social sharing Platform our company is developing.

I wanted to get a clear understanding and use the appropriate terminology/ correct technolgoy language I require.

We require someone with experience in the following:

1. Web development – Our Company already has a design format/ structure, visualisation of what needs to be achieved this section will require the coding for it to work seamlessly with other integrated features. (Database, Content upload, Social etc).

PHP, HTML, Javascript - I am guessing these languages technologies would be appropriate?

2. Database web integration – Customer uploaded content needs to be external stored and organised on a external database. It may not be necessary to build a bespoke databse platform but we would require the Knowledge of implementing existing database management platforms.

3. (This is more a fundamental feature to the web development) Web user panel development – Customers will have a custom panel for reviewing uploaded information and tracking rewards. The potential to track and monitor items of information they have uploaded and message between users. I.e. this project is certainly not just your run of the mill front end point of sale site. It would require someone who has skills in back-end development.

- Would this still fall under web development category? or would this require a programmer

4. The site will need to function properly on a mobile device.

Mobile Web development skills is a plus and in phase 2 the platform looks to be incorporated into an mobile applications.

So based on these requirements what coding language and skills set do I require?

I want to make the job description short and sweet i.e Require Backend CSS, HTML 5 web developer with previous experience in 1, 2, 3.

Really appreciate any help you can give me on this - as I am absolutely determined to find the perfect person to work with. We previously used People per hour as a basis for our search but find it hard to determine if someone has the right skill set. A majority of users seem to be devoted to workpress development, which is fine although I am unsure If it will fit the requirements for this project.
