I am planning to develop a page where users can submit comments or reviews about a restaurant without need to register.

 

I want something, showing on this link at the bottom of it. http://www.photographyblog.com/news/samsung_nx20_nx210_and_nx1000/#comments

 

Can I do that in PHP?

 

If so, can you give some hints?

Yes it can be done in PHP. The beauty of programming is that the chances are somebody has had the same idea / problem as you before and left the code lying around for you to find somewhere:

If you can find code to do what you want then use it every time. No need to re-invent the wheel. You will still learn just by testing and implementing that script.
