I really like the look of this photo design, would like to design a poster like that, but i dont have a clue how to, does anyone know what software or tools i need to design it?

Should be a relatively straightforward photo manipulation in Photoshop.

 

Get the background together by cutting up images of smoke/clouds and blending them together, adjust the levels, color balance, etc.

 

Take a photo of a person, desaturate it and set the blending mode to overlay.

 

You can probably look up tutorials about how to do each of the individual pieces without much issue.
