Navigation system is very important to consider while designing a website. make sure that your visitors can find informations what they want easily. Include your navigation bar at the bottom of each page so that your visitors don't have to scroll back to the top.

I think this is true. I do like sites that have an overall format on each of the pages for easier navigation, on the other hand I have not practiced what I am preaching here. I seem to make each page a little different, but I do put an easy access link back to the home page.
