should a web designer be fantastic @ javascript

or will learning 1 of the frameworks... in my case jquery... be good... although i have good knowledge of js...(some of the stuffs a bit confusing) and a certification?

I wouldn't go as far to say fantastic, but as with any Framework having a solid understanding of the underlying base system is always going to be beneficial. So in this case having a solid grip on Javascript and how it interacts with the DOM will be very useful when expadning your knowledge of jQuery.
