If you change position relative to position absolute in your marquee class.

.marquee {
    position:relative;
    overflow:hidden;
    width:894px;
    height:180px;
    border:solid black 0px;
    margin:10px 0px 0px 0px;
    padding:10px 0px 0px 0px;
    }

.marquee {
    position:absolute;
    overflow:hidden;
    width:894px;
    height:180px;
    border:solid black 0px;
    margin:10px 0px 0px 0px;
    padding:10px 0px 0px 0px;
    }

Essentially:

Position: relative elements take a position from the element coded immediately before in the html markup (ie follow on the next line or side by side if floated or are kept away from previous and following elements with margins and padding).

Position: absolute elements take their position from the top, left, right or bottom of a parent element that has position: relative, or failing that, from the corners of the body. They can be often be coded out of sequence with other html markup codes as absolute elements are not "in the normal flow" of the document.
