When I click on a tag within my wordpress sites tag plugin, it takes me to a page of all the articles with the selected tag linked...

 

Question being how do I change the title on the page itself that says "Blog Archives" above them, which template or file gdo I edit ??

This is how wp calls in for template files ,

so you simple need to add a tag.php template ;)or on your archive.php add an extra condition :

			<?php printf( __( 'Daily Archives: <span>%s</span>', 'twentyten' ), get_the_date() ); ?>
<?php elseif ( is_month() ) : ?>
			<?php printf( __( 'Monthly Archives: <span>%s</span>', 'twentyten' ), get_the_date('F Y') ); ?>
<?php elseif ( is_year() ) : ?>
			<?php printf( __( 'Yearly Archives: <span>%s</span>', 'twentyten' ), get_the_date('Y') ); ?>

                               <?php single_tag_title('Currently browsing '); ?>

Just a note : This code was from twenyten theme , you can simply add this extra tag to any other archive template ;)
