Server Side Include is as safe as anything on the web but it is archaic. (as in super old)

 

It was used mainly before the advent of PHP/ASP to include header, footer and navigation.

 

Usage example:

 

<!--#include virtual="../header.txt" -->

 

Above placed in your HTML will include the header text or HTML in header.txt.

 

You are much better off using PHP or ASP though as that will do this if need and and also "take you all the way".
