I'm looking for some tips to have a background-attachment:fixed; then the sections of the website semi-transparent so they scroll over the background image, I assume you do it with transparent PNG's somehow?

I juse use a background PNG in whatever colour I want, and lower the opacity/fill in Photoshop of the image.

Yes mate, basically I would for example have a DIV which is my container and contains the nice background image for the whole page, and then a DIV (or DIVs) on top of it with the semi transparent PNG as the background for each DIV that's on top of the container.
