what forums are out there that are free/cheap. the one thing is, on my website, users already have a registration through the internet so when they sign into the website, they need to sign into the forum aswell? does that make sense?

Thank you

It depends what you use. If your website is based on a CMS (Content management system, which is an advanced and usually free software) you can install a forum on that so when users login to the site they are also logged into the forum. One database for user membership.

Several CMS software groups support this:

ModX

WordPress

Joomla

Drupal

Picking between those will be based on your needs.

Depending on your needs wordpress is fairly often a good solution!

It's a blog software but if the site template is designed correctly it doesn't have to look like a blog.

If your site is already done though and you don't want to convert it over to one of those CMS, you can check out phpbb3 which is a damn decent free forum software that does the job well.
