Lightbox has lots of features but you can do a simple hover popup with only CSS:-

Just a note on the original point mate - yes Lightbox is the best thing to use (actually there are a wide variety, ThickBox, SandBox etc...)

 

But working in Dreamweaver is a bad move, you need to move into a purely code driven editor which will help you really understand the sites you are building
