.exe file downloads

I have a client that has a website that has a facility to download self extracting .exe files. Currently this is done by clicking a link to the .exe file and selecting save from the dialogue box that appears. The problem she is having is on a number of occasions the exe files does not download fully leaving the end customer with in incomplete download.

 

My questions are:

 

1) why could she be having this download issue

2) is this the best way of doing a download

3) what would be the best way.

i'd imagine users browsers have issues with security and block potentially dangerous files like .exe. I have no experience with this but i'd imagine you could try zipping the application up first so browsers only see .zip
