In all reality, you are aiming in the thousands for a quality job. Will you be needing SEO?

How long is a piece of string?! Seriously - it could range from a couple of grand from a bedroom coder to tens of thousands from an extablished agency. It really depends on how much you expect to get back from the site. Sites like that will more than likely have started small and simple and added features as they went along and the cash started to roll in.

Your best bet is to first join a free dating service like White Label Dating, by using these sites, you have the networking aspect of it, it's a free CMS system that's dedicated to dating, and all you have to do is customise it, which would be a significant amount cheaper. The only thing you have to do after that is SEO, and the best way you can do this is by off-site promotions such as Google Adsense, you'd definitely make a return because of the amount of lonely people there are in the world.

Lol. Work proxy blocks the site as "inappropriate content"!

Anyhoo, costing a build can be very tricky. The best way I find is assuming you know what your hourly rate is (which you really should), simply right down each and every thing you will need to do in order to build the site. Then make an assumption for number of hours it will take, add some contingency and tot it all up.
