Which is better

You won't go far wrong with PHP, php.net

You'll find it easier to get started if you install a local server, Apache

and the MySQL Database Server, MySQL.

Alternatively, download everything all at once via WAMP, or a variant of depending on your operating system (definitely the easier option to start with).

Would agree with PHP & MySQL, many open source CMS are written for this combination too, WordPress, Drupal, Joomla to name a few.

Would suggest also having JavaScript as one of your client side languages.

Ruby on Rails is pretty hot right now look at twitter and yellowpages. Its also OO(Object Orientated) which is a very good concept to understand well and will teach you to work better at other scripting languages e.g. php. If you did choose to learn rails a good set of free screencasts to get you started are at http://www.buildingwebapps.com or if screencasts aren't your thing why not try a book from http://www.pragprog.com/ Agile Development with Rails book is highly recommended within the rails community. Anyway hope I've helped.
