It's not exactly ground breaking. Something you would expect to see 1999, but now a days it's more than a little bit dated.
 
It's not responsive, it does not support mobiles which is a siginficant percentage of overall users.
 
There must be a better way to organize all those links into some sort of navigatable table.
 
The site is not visually appealing in the slightest. May I suggest you look up some websites here "http://www.webdesign-inspiration.com/ to get a general idea of current design trends.
 
Delete that flashing "Our Industrial Reach" sign ASAP.

From what I understand this website was built in 2008. Why post this?

I said some function have become very popular, not that it only has a few functions.
 
A framework is something like Django. There is a system in place that you add to in order to make an application. You add to the frame, hence it's why it's called a framework.
 
Library is literally just a list of functions.
Although some function may do a lot, or even change everything, they are still just functions. Therefore, jQuery is definitely not a framework.
