    To design that site, and code it in HTML/PHP I'd charge no more than £20-£25, but I'm basic when it comes to coding, which is why I stick with designing.

    I usually design the layout in Photoshop, slice it in photoshop then code via dreamweaver in CSS. That way has worked fine for me.
