It's not bad, but there is a lot of room for refinement.

You're using a lot of hard gradients and reflections that need to be toned down. Modern design doesn't use harsh stuff, it's all about subtlety.

I like the hard 1px lines and the shadows you've used on the three images beneath the big "View My Portfolio"
section but they get lost in all the other gradients and reflections.

Your social icons are different in the top and bottom of your site. Pick ONE place for them and make sure the icon set fits with your design. These feel out of place.

From an IA standpoint it's way too busy. You have this container that bombards me with lines, shapes, colors, etc. Be consistent. The image at the top with the "view my portfolio" button is way too busy with the lines going in different directions.

Your typography needs major work. I see 3-5 fonts on there being used haphazardly, pick 2 or 3 and use them consistently.

Use a grid. There are a LOT of places where your headings don't match up with other headings on the same level of importance. You also have problems with consistency in padding/margins. Space around elements should be consistent going through the page.

You also have no hierarchy going on, just a bunch of big headers throughout the page and body text about the same size. Why are headers in the footer as important as the ones on the page?

You need a "Call to action", or some ultimate goal to push your visitors towards. Usually it's getting in touch with you, since that's what drives money to you. Put a big, obvious element somewhere that says "Get in Touch" or something powerful like that. Then you can remove all the fluffy, useless content.

You should be able to get rid of the "Welcome", "About me" and "What's new" boxes. Welcome sections are for people from the 90s. The strapline that says "Welcome to rowefx.com blah blah blah" should tell people what you do, so the about me section is irrelevant.

If you are trying to find freelance work don't bother putting "languages" on there, especially with the ugly icons. Clients don't care. Employers also typically don't care, they want to see a resume for that stuff. The point of your portfolio site should be to showcase your work, so remove all the distractions from your homepage to facilitate that.

Finally, if you are posting a mockup of your portfolio site you should have all the content in there. Dummy content isn't acceptable here. You should be writing the content first and applying it accordingly. In the case of a blog or something where the client will be changing the content frequently it's okay to put some dummy text in there.
