Apps for both IOS or Android, or neither?

I've been asking for quotes to build apps for a services on-demand business,  and i presumed i would need 5 apps.... 

Two for the Customers (IOS and Android) and two for the Services Provider's (IOS and Android) and one for me as admin.

But one designer has said its not necessary and both services providers and customers can use the same app. And he can make one app compatible with both IOS and Android 

Is that possible?

You can use things like Phone Gap, Apache Cordova, Ionic and React Native to make apps using HTML/CSS/JavaScript that work fine both on Android and iOS and can use native functionality like the camera, phone etc.

All of the above with the exception of React Native get compiled down into a Webview app, which is basically an app with a browser window which loads the HTML/CSS/Javascript as a website. Reactive Native gets compiled down to Android and iOS apps written in their own native code.

      I have an SVG map and would like to have it so that when on a phone if a user taps a region the colour will change and remain that colour until another colour e.g.
       
      Region begins as #ff0000
      When tapped changes to #ffff00
      Stays that colour until another region is tapped
       
      Here is the map (towards the bottom of the page) - excuse how it looks on screens larger than 640px, right now I'm focusing on phones.

      This may be a slightly daft question, and in a way hopefully it is so it isn't too difficult to answer!

      I was wondering what the best way of separating updates from a specific selection Facebook groups and pages from my main feed was? I am finding info from pages and groups is getting lost within posts from friends and is quite frustrating!

      I thought of RSS, but groups don't have feeds it seems? Is there an app out there that helps with this? Suggestions appreciated!
