How can I send an email through a php file to look just like this one?

The short answer is you build your message body as an HTML template passing in your images and text in the same way as you would a web page, even using css for styling.

 

There are a number of packages available that will do this for you try googling 'create html e-newsletter' and you will find some good free ones to use.

Personally I hate spam, so can I politely request that you do not use this to spam people that have not signed up for e-news letters or rss feeds from your website please.

I hate spam worse than anyone. I'm not going to send a single email to anyone who has not signed up for it.
