Accessing company listings....

Hi Guys,

I have a dilemma:

Idea 1:
If I wanted a website that held thousands of pages which were all almost identical, but the only difference was the title across the top of the
page, the title being all of the different company names in the country, how would I do this?
So lets say:
Page 1.html = blank page with Amazon across the top
Page 2.html = Blank page with Argos across the top
page 3.html = Blank page with British Gas across the top

I would need to get either a file that holds all of the UK registered companies that sell to consumers but how, where and is it legal?

Idea 2:
People go on to my site, and type in a company name that doesn't exist such as "Toys R us", so my website uses their input and creates this page
using our template layout. Is this possible and a better alternative to idea 1?
