I would say not, that sort of design passed away some time ago. Good news is that it shows you can do a layout and structure and code it properly.

A book I found really interesting was Above the Fold by Brian Miller.

 

Still good effort. But yeah read that book for some basic design concepts then go back to your template and evaluate it yourself...best way to learn rather than be told exactly what to change.
