I'm trying to make a fluid layout with the Twitter Bootstrap CSS framework, but faced difficulties with coding this layout:

 

 

So, as you see, it has "A" block which overflows two rows (navigation and block , but also a sidebar starting with block "C", which goes under navigation row, but overflows row with block "B".

 

How would you suggest to code this layout using this or any other nice framework?

In the first place don't use CSS frameworks, that is not recommended. I don't know if you have any kind of knowledge about CSS but you can easily code this for yourself If you still get stuck, then you can ask always for help!
