Ive tried very hard to see what the problem is with this, but i just dont get it.. the changes ive been making have made a difference in firefox.. but nothing in internet explorer.

Start by validating your code, it's coming back with 40 errors. The next thing to do is mark-up the menu items as lists (order or unordered) and then style accordingly. Also I think the inline styles you've got on some elements are causing IE to have a tantrum. Drop them and insert them into the styles at the top of the page, or better still a separate styelsheet.

 

That should at least set you on the right track.
