My translation web site

I am in the process of developing this Chinese/English translation web site. We used PHP/MySQL and CSS. It's not fully functional yet, but the major elements have all been implemented. I am not a professional web designer, and I know that this design needs a lot of improvements. I would greatly appreciate your candid opinion, especially of the graphic design.
