Multiple image load

How could you load multiple images onto the page with a fade in? and how would you get around the problem of people switching off javascript?

Yes, using javascript, or flash

and how would you get around the problem of people switching off javascript?

You can't - same with flash; not everyone has the player installed.

Best practice would be to find a way to display your content that works without flash or js, and then add the bells and whistles to it so that it degrades well.

so what process is used to allow the page to degrade well? what I mean is, say if your images load with javascript or flash but the user doesn't have these installed, what do you need to do to allow the page to load the regular images? is there some kind of script?
