Is there any use for Photoshop PSD files included in templates you download from internet other than using them to build Flash version of site?

Giving you the freedom to easily change little bits and pieces in the graphics, or the colours?

How do people create this PSD files thsat contain whole site the same shape as it is in html viewer, they use so program to save it as or manually adjust it?
