How do I put a striped banner behind my logo

I want to put a striped banner behind my logo and that the stripes will eventually fade. Something similar to this only that my logo is there. How do I do this and what online picture editor could I use?(I don't have photoshop or any other niffity photo programs.) Thanks for your help

Do you have to use an online one? why cant you download one of the many free ones? the gimp is probably about the best free image editor power wise it rivals Photoshop, if you want something simple and easy to use Paint.net is easy to pick up. both are absolutly free and gratis.
